Charter of Saemaul Undong Global League(SGL)

Preamble

We the people of Saemaul Undong Global League, having formed Saemaul Undong Centers or similar organizations for our respective country and been pursuing community development with Saemaul Undong approach in order to alleviate poverty and achieve sustainable development, do now resolve to form an alliance in the name of Saemaul Undong Global League and exert a joint effort to realize a common prosperity that is universal to the mankind and free from race, politics, culture, and religion.
Saemaul Undong Global League shall work for the community development of the people, by the people, for the people, and not depend on the outside aid, but try to build up a self-supporting community. Saemaul Undong Global League shall strive toward building a bottom-up community where all stakeholders can participate in the decision-making process which will affect them either directly or indirectly, utilization of endogenous resources based on the intrinsic potential of the community, and an open society that seeks after universal value of mankind.

Chapter I : General Provisions

Article 1 : Title
Saemaul Undong Global League (hereinafter “SGL”) is an international non-governmental alliance of civic organizations, that is stablished by this Charter and is free of racial, political, and religious bias.
Article 2 : Purposes
The purposes of SGL are:
  • 1. To achieve the Sustainable Development Goals and contribute to the global common prosperity free of racial, political, and religious bias;
  • 2. To form a network of Saemaul Undong organizations from around the world and to propagate Saemaul Undong to the end of the world;
  • 3. To overcome the aid-dependency of people by building their self-reliant capacity and to help achieve most mundane village development;
  • 4. To help localize and contextualize Saemaul Undong that is tailored to meet the local and current needs; and
    To serve as a coordinating center harmonizing the activities of the member organizations in pursuit of the above common purposes.

Chapter II : Membership and Activities

Article 3 : Original Membership
The original members of SGL shall be those organizations that participated at the Launching Assembly of SGL held in Pyeongchang, Korea, on October 19,
2016, as representatives of their countries’ Saemaul Undong.
Article 4 : Eligibility of Membership
  • 1. The member of SGL shall be an organization whose operation is based on the principles and core values of Saemaul Undong;
  • 2. When there are more than one member organization in a given country, there shall be one organization that represents the country at SGL; and
  • 3. In case a Saemaul Undong Center exists, that Saemaul Undong Center shall be the member organization that represents the respective country, and if there is no Saemaul Undong Center that represents the respective country, an organization shall be chosen to represent the country from those entities whose operation is based on the principles and core values of Saemaul Undong. However, the member grade and eligibility requirements are specified as below. When a candidate meets all the eligibility requirements stated here, the Board of Directors will deliberate on its membership.
Article 5 : Acquisition and Deprivation of Membership
Membership of SGL may be acquired or deprived by a decision of the General Assembly upon recommendation of the Council of Representatives, based on the free will of the respective member organization.
Article 6 : Activities
  • 1. Implementation of Saemaul Undong that is led by the voluntary participation of the people and spontaneous replication of the same within respective countries;
  • 2. Cooperation with other member organizations so that the Saemaul Undong organization in each country can promote participation of people and be run autonomously by the bottom-up decision-making procedures;
  • 3. Sharing of information and best practices regarding community development and Saemaul Undong, and localization of Saemaul Undong that is tailored to meet the needs of the respective countries and the local situation;
  • 4. Capacity building and human resources development of the local people through training, and encouragement of participation of women and youth in the community activities;
  • 5. Enhancement of the effectiveness of community development by establishing multifaceted governance involving government, private entities, and international agencies and collaboration with each of them;
  • 6. Propagation of Saemaul Undong to those countries where there is no Saemaul Undong organization and implementation of community development based on Saemaul Undong approach; and Any other activities that accord with the spirit manifested by this Charter.

Chapter III : Organs

Article 7 : Principal Organs
As principal organs of SGL, there shall be a General Assembly, a Council of Representatives, and a Secretariat.
Article 8 : General Assembly
  • 1. The General Assembly shall be composed of representatives from all member organizations;
  • 2. The General Assembly shall decide the strategic issues pertaining to the whole SGL by vote of the member organizations;
  • 3. The General Assembly shall be held annually in the Republic of Korea until it is decided to relocate it to another country by vote of the member organizations at the General Assembly; and
  • 4. The General Assembly shall be chaired by the president of Korea Saemaul Undong Center for the first two years and thereafter until it is decided to elect the chair by vote of the member organizations at the General Assembly.
Article 9 : Council of Representatives
  • 1. The Council of Representatives shall be composed of Council members ex officio and other Council members that are appointed:
  •    A. Council members ex officio shall be the chair of the General Assembly, the vice-chairs of the General Assembly, and the Secretary General;
  •    B. Other Council members shall be appointed by the General Assembly upon recommendation of the chair of General Assembly;
  • 2. The Council of Representatives shall decide by vote of its member organizations those issues pertaining to the whole SGL as delegated
    by the General Assembly;
  • 3. The Council of Representatives shall be held from time to time in the Republic of Korea until it is decided to relocate it to another country by vote of the member organizations at the General Assembly; and
  • 4. The Council of Representatives shall be presided by the chair of General Assembly.
Article 10 : Secretariat and Secretary General
  • 1. The Secretariat shall be composed of a Secretary General and staff deemed necessary by the Secretariat;
  • 2. The Secretariat shall manage the day-to-day operation of SGL;
  • 3. The Secretariat shall be located in the Republic of Korea until it is decided to relocate it to another country by vote of the member organizations at the General Assembly; and
  • 4. The office of Secretary General shall be held by the Secretary General of Korea Saemaul Undong Center for the first two years and thereafter until it is decided to elect the Secretary General by vote of the member organizations at the General Assembly.
Article 11 : Other Organs
There may be other organs of SGL including Continental Assemblies and the Special Committees established according to needs, whose composition, function, and operational details shall be provided for separately.

Appendix 2. Membership Requirements
The regular member state is a country which has organized a Saemaul Undong association, and shall:
  • 1. Include Saemaul Undong or Saemaul in the association’s name, and register it as an NGO in the government of the member state.
  • 2. Hold a general assembly annually, operate at least one (1) Saemaul project or program agreed in the general assembly, share achievements and cases with other SGL member states.
  • 3. Consist of at least 50 adults aged 20 or older.
  • 4. Consist of representatives from no less than 2 villages (or regions).
  • 5. Establish association rules as agreed by its members.
  • 6. Elect the President in a democratic way based on the association rules.
  • 7. Ensure the term of the President up to 6 years including his or her second term. (While the current President term shall be protected, but his or her term shall be recognized up to 3 years after the 2017 SGL General Assembly.)
  • 8. Have the grace period of 3 years after the 2017 SGL General Assembly until all requirements are met if the regular member state fails to meet requirements stated above.
The ordinary member state is a country which has implemented a Saemaul Undong project, and shall:
  • 1. Include Saemaul Undong or Saemaul in the project organization’s name.
  • 2. Hold a general assembly annually, operate at least one (1) Saemaul project or program agreed in the general assembly, share achievements and cases with other SGL member states.
  • 3. Consist of at least 30 adults aged 20 or older.
  • 4. Have a representative recognized by its members.
  • 5. Have the grace period of 3 years after the 2017 SGL General Assembly until all requirements are met if the ordinary member state fails to meet requirements stated above.
The associate member state is a country which participated in Saemaul Undong training in Korea, and shall:
  • 1. Agree with the purpose of SGL establishment and have the willingness to implement Saemaul Undong.
  • 2. Receive at least 1 invitation for Saemaul Undong training in Korea.
  • 3. Submit a membership application as a new member.
  • 4. Designate a representative who can perform SGL activities.
Additional considerations shall include:
  • 1. The hosting of a Saemaul Undong general assembly once a year.
  • 2. The establishment of a short- and long-term plan for Saemaul Undong.
  • 3. The use of the Saemaul logo.
  • 4. Cooperation with central and local governments and the level of cooperation.
  • 5. Creation of a village fund or a Saemaul fund.
  • 6. The level of effort to provide Saemaul Undong training and share cases.
